Matthew Shpiner is the Director of Emergency Management for the University of Miami. In his position Mr. Shpiner is responsible for leading the Universities efforts to mitigate against, prepare for, respond to, and recover from large-scale emergencies and disasters.
Prior to moving into his current role at UM in June of 2016, Mr. Shpiner was the Emergency Manager for the University of Miami Miller School of Medicine and UHealth System. In that position he developed the Health Systems All-Hazards Emergency Response Plan, Comprehensive Hurricane Guidelines, and Temporary Staging and Evacuation Center Procedures. He has also coordinated University response to numerous emergency situations which included hurricane, armed intruder, and suicidal threats; building evacuations; and hazardous materials incidents. Mr. Shpiner also previously worked as the Emergency and Campus Safety Manager for the UM Marine Campus on Virginia Key. During that time, he established professional standards for safety and security operations that were compliant with local, state, and federal law, and integrated best practices and lessons learned from other institutions of higher education. Additionally, he led development of the University of Miami's Comprehensive Emergency Management Plan.
Before joining the University of Miami in 2011, Mr. Shpiner worked as the Southeast Florida Regional Domestic Security Task Force Emergency Management Planner for the Miami-Dade County Office of Emergency Management. While at the Miami-Dade Office of Emergency Management he co-authored the Miami-Dade Deepwater Horizon Contingency Response Plan and worked in Emergency Operations Centers during the 2010 Pro-Bowl and Super Bowl, Operation Haiti Relief, and was deployed to the State of New York in response to Hurricane Irene.
As a student at UM, where he earned his Bachelor of Business Administration in 2008, Mr, Shpiner co-founded and served as vice president of operations for the ‘Canes Emergency Response Team (CERT), the nation’s first student-organized and operated community emergency response team. Before heading to Northeastern University, where he earned a Master of Science in Criminal Justice in 2010, Mr. Shpiner worked as a crime prevention specialist for the UM Police Department, where he created the Student Patrol Program, which, like CERT, still operates today.
